Hello Bear. You can use warm water and soap but you will need to rinse it thoroughly. Do not dry this in the dryer.

Yes. You may use the grey side during play to wipe off the ball when it comes back through the ball return. Also, you can use the brown side to help clean the ball further after you have finished for the night.
