Do you get two covers, or one? Would they fit size 16 shoes?

This is sold in pairs so there are 2 covers. This says one says fits all but a size 16 is likely going to be too large and have the shoe cover stretched out too much. I would advice getting a shoe cover that is available in different sizes and picking one with a size that goes up to 16 just to be safe.
